If your looking at it from a business point of view you have to firstly check if there is a scene for 1/8th scale in the area first.

After that I would look at all your costs.

Once you have an idea of costs, i would get out there and speak to as many people who enjoy the sport as possible and talk about your fees. In this day and age it worth be better if you could provide some 3d rendering of what you expect you track to look like.

Business at the end of the day is simple, provide a service or product which generates you an income. This industry is not one for making money, people build tracks and shops for the love of the sport. The hard truth is they dont make allot of money from it, most of the time just enough to get by.
